SENATE CONCURRENT RESOLUTION NO. 15

Requesting the Division of Highways name the bridge identified as
State Number 49-151-0.28, on County Road Number 151, in the
City of Buckhannon, Upshur County, as the "J. D. Hinkle, Jr.,
Memorial Bridge".

Whereas, J. D. Hinkle, Jr., the son of J. D. and Byrd
(Ashworth) Hinkle, was born in Upshur County on July 10, 1922, was
educated in Upshur County public schools and received a bachelor's
degree from West Virginia Wesleyan College. He served more than
three years in the U. S. Army in World War II in the Pacific
Theater; and

Whereas, J. D. Hinkle, Jr., married the former Maxine Fleming
on July 8, 1947, and they were the parents of five children, James
D. III, John B., Jeffrey C., Jill Ann and Jan Ellen, the last of
whom having preceded him in death; and

Whereas, For a quarter of a century, J. D. Hinkle, Jr., served
the citizens of the City of Buckhannon, Upshur County and West
Virginia with honor, dedication and distinction: First, as Mayor
of the City of Buckhannon; then as a senator from the Fifteenth
Senatorial District, having been appointed in 1970 and elected in 1972 and reelected in 1976; and, subsequently, was appointed
Executive Secretary of the West Virginia Public Employees
Retirement System, a position he held until his death on September
22, 1986; and

Whereas, The City of Buckannon enjoyed prosperity, including
new industry, paved streets, water and sewer systems and the first
city building owned by the city during J. D. Hinkle, Jr.'s, 14-year
tenure as mayor
; and

Whereas, J. D. Hinkle, Jr., the owner of the Bicentennial
Motel and other business enterprises
, was also a progressive
business leader and entrepreneur in Buckhannon and Upshur County in
the oil and gas industry. He was also a civic and community leader
as well as a member of the Chapel Hill United Methodist Church, K
of P, LOOM, BPOE, Lions Club, VFW, American Legion, U. C. T., Oak
Honorary and the Buckhannon Chamber of Commerce. He was also a
director of the Adrian-Buckhannon Bank
; and

Whereas, J. D Hinkle, Jr.'s contribution, dedication and
devotion to public service to the citizens of the City of
Buckhannon, Upshur County and the State of West Virginia should not
be forgotten; therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby requests the Division of Highways
name the bridge identified as State Number 49-151-0.28, on County
Road 151, in the City of Buckhannon, Upshur County, the "J. D. Hinkle, Jr., Memorial Bridge"; and, be it

Further Resolved, That the Division of Highways cause
appropriate signs to be placed at both ends of the bridge
designating it as the "J. D. Hinkle, Jr., Memorial Bridge"; and, be
it

Further Resolved, That the Clerk of the Senate is hereby
directed to forward a copy of this resolution to the Secretary
of the Department of Transportation and the family of the late J.
D. Hinkle, Jr.
